San Gabriel Planning Commission approves AutoStar Motors’ conditional-use permit for used-car lot

The San Gabriel Planning Commission voted unanimously Nov. 18 to approve a conditional‑use permit allowing AutoStar Motors LLC to operate a used‑car dealership at 132 West Los Tunas Drive.
Planning staff told the commission the 10,260‑square‑foot parcel is zoned C‑1 with a general commercial designation and has a 1,051‑square‑foot building constructed in 1953. City records show the site historically housed an auto dealership that closed in 2022. Staff said the proposal would reconfigure the frontage to 11 parking spaces and use 31 additional rear spaces and noted that prior conditional permits lapse after prolonged vacancy.
Applicant representative Michael Chu of Hanan Development said AutoStar has been in business about 10 years and can move into the property with little or no construction. “They can basically just move right in,” Chu said, explaining the applicant’s intent to serve local customers in the San Gabriel Valley.
The San Gabriel Police Department reviewed the application and recommended conditions including installation of surveillance cameras, a centrally monitored alarm system and exterior lighting with vandal‑resistant fixtures. Staff recommended approval subject to those conditions.
Commissioners characterized the application as straightforward and compatible with the property’s past use. After discussion about hours, parking and Americans with Disabilities Act access, a commissioner moved to approve the permit; the motion was seconded and recorded as passed.
The commission closed the public hearing after receiving no public comment. Staff will carry the commission’s approval forward in the administrative process for final permit issuance and implement the conditions imposed by police review.
