Milledgeville council approves budget amendment, several contract changes and appointments

The Milledgeville City Council unanimously adopted a budget amendment to reclassify the procurement coordinator into a procurement manager/deputy clerk position (Ordinance O-24-12-20) and suspended the rules to approve it on first reading so the appointee may begin state-required clerk training.
City manager Griffin explained the change was a reclassification of an existing employee into pay grade 21 and that the reclassification funds additional wages, benefits and training. Council voted to suspend the rules and then voted to adopt the ordinance; roll-call votes were recorded as unanimous.
Following the budget action, council approved a series of routine but consequential items: a resolution to cancel the December 24, 2024 council meeting; a change order with Reeves Construction Company; a change order with Peach State Construction Company LLC for stormwater drainage replacement; a two-year master services agreement with MCCI for Laserfiche Cloud professional subscription and support; and a six-month extension of the contract with Waste Management Inc for residential and commercial solid-waste collection.
Council also approved the calendar-year 2025 alcohol-license renewals as listed in the resolution’s exhibit, confirmed Larry Martin’s appointment to the Land Bank Authority of Milledgeville-Baldwin County, and reappointed Sharon Seymour to the Development Authority. Most votes on these items were unanimous.
The council concluded business by entering an executive session to discuss a real-estate matter and then returning to open session before adjourning.
