Saginaw council adopts revised animal ordinance and shelter management plan

The Saginaw City Council on Nov. 24 adopted an updated animal control ordinance and a shelter occupancy management plan intended to shorten shelter stays and improve animal care and outcomes.
The ordinance and management plan were presented by Animal Services Advisory Committee chair Joe Stow and Animal Services Manager Jose Whelan, who described revised hold times, intake and disposition practices, and new operational policies. "We do not euthanize unless we absolutely have to," Whelan told the council, adding that the shelter's average length of stay has fallen from 34 days to about 30 days for dogs and from 34 to 18 days for cats since implementation of the new plan.
