Council adopts rewritten landscaping ordinance to simplify standards and exempt single-family yards

The Saginaw City Council voted to adopt a rewritten landscaping ordinance intended to eliminate conflicting language and make standards easier for developers and staff to apply.
Deputy building official Chris Dyer presented the amendment, saying the proposal repeals and replaces section 8-13 and Chapter 44 to remove conflicts and add clearer zoning-based tree-caliber and plant-list guidance. The proposed changes add irrigation requirements for most commercial properties while excluding single-family residential lots from many mandatory commercial irrigation provisions.
Council members pressed staff to place the single-family exclusion at the start of the relevant section and to clarify committee-approval language (so that the committee, not one committee member, grants approvals). Council also insisted the ordinance preserve a non-overrideable 4-foot clear zone for shrubs and trees between curbs and sidewalks.
After clarifying edits were agreed, a motion to adopt the text amendment carried.
Ending: The revised chapter will replace the current ordinance language, and staff said they will incorporate the council's clarifications before finalizing the ordinance implementation.
