Commissioner Sadoff outlined the package on the record: a $28,000 CCD transfer to buy an Emergency Management Agency vehicle, $500,000 to the City of Marion for downtown bike projects, $250,000 to Marion for repairs and remodeling to the animal control building, $360,000 to Marion as a 10‑year advance for animal control services, $250,000 to the Grant County Sheriff's Office for vehicles, $50,000 to BW Construction for scoping services, and $2,024,447.84 for jail and detention center renovations and related scoping work.
Sadoff said the $50,000 scoping contract with BW Construction and the larger jail appropriation were separate items that needed to be processed independently because of timing and contracting procedures; the county's special projects attorney (Connor Sullivan) advised on the separations. Commissioners said interlocal agreements for animal control and other items were in progress.
Council discussed the items and then approved the package by roll call. Council members asked clarifying questions about earlier ARPA awards (for example, a demolition project in Jonesborough had been appropriated in a prior month), and legal counsel confirmed work on interlocal agreements with the City of Marion was ongoing.
Next steps: County staff and the commissioners' office will continue negotiating interlocal agreements for animal control services and finalize scoping work for jail renovations. The BW Construction scoping agreement was approved for the commissioners to proceed.
