The board’s readout named specific recommended awards and amounts: Breakthrough Enterprises (demolition) for $194,800; Jimmy Z Masonry Group (masonry) for $216,000; Pepper Construction Company (general trades) for $199,126 and Pepper again for drywall and rough carpentry at $352,085; Commercial Carpet Consultants Inc. (hard tile) for $335,670 after the low bidder rescinded; Asher Brothers Co., Inc. (painting) for $25,855; Mechanical & Industrial Steel Services, Inc. (structural steel) for $79,300; Nelson Fire Protection (fire suppression) $28,821; Olsen Mechanical Inc. (plumbing) $380,000; ECO Lighting Services and Technology LLC (electrical) $161,500; Abbey Paving Co., Inc. (asphalt and concrete paving) $663,805. One package (cast-in-place concrete) was rebid following a scope review; roofing was rebid because only a single contractor submitted a bid.
Administration indicated that bids were solicited and publicly noticed (legal ad placed Oct. 31, 2024) with bids received Nov. 21, 2024, and that the finance committee, administration and Pepper Construction reviewed recommendations. The board approved the package awards on a roll-call vote, motion carried 7–0.
The district said full details of the recommendations are available in the D86 community materials posted with board documents; the board did not discuss project-level timelines or funding sources during the vote, but the agenda referenced the district’s treasury report and financial materials for fund-balance disclosure.
Next steps: the board’s approval authorizes contracting work to proceed under the recommended bidders; the district will return with details as procurement moves to contract execution and project scheduling.
