Council approves $3.52 million Sixth Street widening contract to add sidewalks, bike lanes and storm upgrades

The Dalles City Council voted Dec. 16 to authorize the city manager to execute a contract with Crestline Construction for the Sixth Street widening project (Contract No. 2024-010) with a not-to-exceed amount of $3,524,610.50.

Public Works project manager Dale McCabe told the council the project will construct a consistent cross section of Sixth Street between Snipe and Hostetler streets, including a 6-foot west-side sidewalk, bike lanes, on-street parking strip, center left-turn lane, ADA ramps, and new drive approaches. The project also upsizes a 12-inch sanitary sewer main to 15 inches in a segment near Sixth Street Station and will install catch basins, updated outfalls and a new storm lift station intended to reduce flooding at the Hostetler intersection.

McCabe said the city received three responsive bids and the apparent low responsive bidder was Crestline Construction at $3,524,610.50. Funding sources include a $922,200 ODOT safe-transportation grant (with a 7.78% match), budgeted enterprise zone funds from fiscal years 2024–25, and ODOT surface-transportation funds previously budgeted for paving projects; total funds identified were approximately $3.77 million.

Council questions focused on flooding at Hostetler and other underpass locations. McCabe said the new lift station will address flooding at Hostetler; flooding at the Taco Bell underpass is served by an ODOT-updated system and would require a separate deep-pipe solution.

Councilor McLaughlin moved to authorize the contract and Councilor Randall seconded; the motion carried.
