The City of The Dalles on Nov. 25 authorized the city manager to enter into a contract with Crestline Construction to build storm and sidewalk improvements on East Twelfth Street between Thompson Street and the top of the hill, a stretch of roughly 700 feet.

Public Works Project Manager Dale McCabe told the council the work will include curb, gutter and sidewalk; shoulder widening to accommodate an 8‑foot on‑street parking lane where feasible; retaining walls and handrails where properties sit below road grade; and a new 12‑inch storm main with catch basins roughly every 200–250 feet to address recurring runoff and snow‑melt drainage problems. "This project will be eliminating" the driveway runoff that has affected properties, McCabe said.

Staff said seven responsive bids were received; the low responsive bid from Crestline Construction was $1,933,455, substantially below the engineer's estimate of about $2.8 million. McCabe said most project funding is from American Rescue Plan Act (ARPA) allocations, with transportation system reserves and transportation SDCs also available — together providing more than $2 million for the work.

Councilors asked about neighbor outreach and right‑of‑way impacts. McCabe said staff mailed property owners in advance, held a May open house with renderings and answered ongoing phone questions; most work will be inside the city right‑of‑way though a few driveway tie‑ins will extend slightly onto private property and some retaining walls will be necessary. He said the contract includes a 120‑day completion requirement from the time work starts to discourage lengthy phasing.

Councilor Randall moved to authorize the city manager to execute contract number 2024‑008 with Crestline Construction in an amount not to exceed $1,933,455; Councilor Long seconded. The motion passed unanimously.

Next steps: staff will finalize the contract and coordinate schedule with the selected contractor; construction timing will depend on winter weather and Crestline’s sequencing with other local projects.
