Council authorizes Clackamas IGA for on‑call fiber construction and approves citywide door access contract

At the December meeting the Sandy City Council approved several procurement items affecting infrastructure and operations.
On an IGA with Clackamas County (CBX), SandyNet staff explained that Clackamas has ARPA funds that must be obligated and asked the city to perform on‑call construction for eight pending drops along Colorado and Gunderson Road. Greg told the council the work would be “just a hair under, a $160,000” and that materials would be provided by CBX while SandyNet would supply labor. The council voted to authorize the city manager to execute the intergovernmental agreement; staff said the work is expected to take approximately two months of crew time with 2.5 FTEs available to start in January.
Council also authorized a contract with Paladin Technologies to install a citywide door access control system. Staff said they solicited six bids, interviewed three firms, and recommended Paladin at a base cost of $135,108.07. To provide budgetary flexibility, the council approved authorization for the city manager to execute the contract not to exceed $140,000, including initial maintenance provisions. Staff said funding will come from urban renewal city hall improvement funds and the facilities maintenance internal fund, and ongoing maintenance will be budgeted annually.
Earlier in the meeting the council adopted the consent agenda, which included meeting minutes, parks and trail advisory board appointments, and several contract approvals. All three measures passed by voice vote.
