Fairview council approves new solid-waste rates, joins IGA and extends consultant contract

The Fairview City Council approved several administrative resolutions on Dec. 18, including new solid-waste collection rates, an intergovernmental agreement enrollment and a short-term contract extension for urban-renewal consulting.

Solid-waste rates: Staff presented Resolution 59-2024 to establish new solid-waste collection rates, repeal Resolution 42-2022 and make the new rates effective Jan. 1, 2025. After a brief staff presentation and no public testimony, the council moved, seconded and approved the resolution by voice vote.

Intergovernmental agreement: Staff asked council to authorize the city manager to sign an IGA (Resolution 62-2024) that allows Fairview to access shared equipment and services from a statewide cooperative of agencies. Staff said there is no ongoing fee; the agreement is primarily intended to assist with procurement and to access services such as street sweeping.

Contract extension: Council approved Resolution 63-2024 to extend Nolan Young’s professional-services contract through March to provide urban-renewal guidance for the incoming city manager. Staff noted there is no proposed increase to the contract amount; fiscal notes indicated the city-support portion has about $650 remaining and an urban-renewal appropriation of roughly $36,000 remains available for the contract.

Election certification and appointments: Council accepted the Nov. 5, 2024 election abstract (Resolution 64-2024), which certified Keith Kudorna as mayor and three councilors to their respective seats; the council also confirmed multiple advisory-committee appointments (Community Engagement Committee, Parks & Recreation, Public Safety Advisory Committee and Economic Development appointments) by voice votes.
