She noted final costs depend on the extent of foundation work required and the building’s intended future use. "The contract must be executed by 12/31/2024 to secure funding from the American Rescue Plan Act," Dela said.
Councilors asked whether the ARPA balance and other projects were already allocated; staff outlined an ARPA plan that included $240,000 for the skate park, $725,000 for the AMI meters and $235,000 for the historic Town Hall foundation in present allocations. A motion directing the city manager to execute the design‑build contract before Dec. 31 passed by voice vote.
