The Stayton City Council unanimously approved Ordinance 1071 to update the city’s procurement code to mirror recent state law changes.
Finance Director James Brand said Oregon Senate Bill 1047 and related updates increased state thresholds for direct awards from $10,000 to $25,000 and raised intermediate award limits from $150,000 to $250,000. He told the council the amendment aligns the city with state thresholds, streamlines procurement and reduces administrative burden; the city’s fiscal impact is expected to be neutral though processes will be simplified.
Councilors asked whether the change affects the city manager’s authority to approve expenditures; staff clarified the city manager’s current expenditure authority (up to $150,000) remains unchanged and that contracts above that threshold would still come to the council for approval.
The ordinance was moved, seconded and passed on roll-call vote 5-0.
