The city advertised the project; sealed bids opened Dec. 5 and staff received 19 bidders. The engineer’s estimate was $149,132, the high bid was roughly $177,000 and North Santiam Paving submitted the low responsive bid at $97,400. Staff recommended awarding the contract to the low bidder and said the bid was reviewed for responsiveness.
Councilors raised questions about ARPA funding and oversight. Staff said some ARPA funds have already been spent on library lighting and electrical work and that remaining ARPA funds will be available to this project; being under contract allows the city to access additional grant funds. Staff described on‑site observation, verification surveys prior to asphalt placement and contract specifications to manage quality. Councilor concern was raised about the bid disparity; staff explained contractor motivations (seasonal scheduling, lower mobilization) and emphasized that responsive, licensed bids must be awarded to the low responsive bidder.
Councilor Patty moved approval; the motion was seconded and carried by voice vote (motion carries 5–0). Staff noted potential for change orders if unforeseen conditions require excavation; such change orders would be funded through the contract or available ARPA funds.
Next steps: staff will finalize the contract with North Santiam Paving and monitor construction; if change orders arise, staff said they will be processed per contract and funding rules.
