Hobbs awards two multi-site janitorial contracts to Community Maintenance with modest inflationary increases

City staff recommended and the Hobbs City Commission approved two separate RFP awards to Community Maintenance for janitorial services across dozens of municipal facilities.
Sheila Baker, General Services Director, told the commission RFP 553-25 covers about 136,000 square feet including city hall, library, wastewater treatment plant, teen center, municipal court, streets and traffic and building maintenance; the recommended award reflected the highest average score and an approximate 8% increase over the prior contract. RFP 554-25 covers an additional approximately 86,000 square feet including the police department, forensic lab, police annex, Animal Adoption Center, Hobbs Express, utilities production offices, Motor Vehicle and Rock Wind facilities; staff cited an approximate 10% increase for that set of buildings.
Baker said their last janitorial contracts were procured in 2020 and that staff negotiated scope and cost; any required budget adjustments will be brought forward in a BAR. Commissioners approved RFP 553-25 (motion by Commissioner Calderon) and RFP 554-25 (motion by Commissioner Penick) by unanimous roll call votes.
The awards place janitorial responsibility for much of the city’s facility portfolio with Community Maintenance; implementation will include vendor-provided equipment, cleaning products and staffing for the scope described in the RFPs.
