Hobbs approves $3.59 million contract for microsurfacing of city streets funded in part by Lee County

The Hobbs City Commission unanimously approved a $3,591,080.59 contract with Intermountain Slurry Seal Inc. to microsurface city streets, a pavement-maintenance method officials say will extend pavement life and improve skid resistance.
"Microsurfacing is a mixture which includes asphalt, emulsion, aggregate, and mineral filler. It's applied at approximately 3 eighths to 1 half of an inch thick," General Services Director Sheila Baker told the commission as she summarized the work proposed under the State of New Mexico price agreement. Baker said the project will cover about 27 miles of city streets under this contract and contributes to roughly 63 miles of improvements when combined with other allocations funded with Lee County money.
Baker said the work is the fifth and final pavement-maintenance method from the city’s priority map and that the 6–10 year lifespan depends on local loads and weather conditions. She told commissioners the allocation uses Lee County funds to offset revenue declines the city attributed to House Bill 6.
Commissioners asked about timing and lifespan; Baker said the work is expected to begin around March and that a future pavement study would help confirm the methods’ effectiveness. Commissioner Fields moved to approve; Commissioner Pinnick seconded. Miss Fletcher called the roll; the motion passed unanimously.
The approved contract uses a state price agreement (40-80500-24-17089) and staff said any necessary budget adjustments will be handled through a future budget action request (BAR).
