Grain Valley Board approves budget amendments, façade grants, FOP labor pacts and election ordinance

At its Dec. 9 meeting the Grain Valley Board of Aldermen approved multiple resolutions and ordinances: year‑end budget amendments, façade improvement grants for downtown properties, interagency ARPA allocations to parks, three‑year labor agreements with the Fraternal Order of Police (officers and sergeants), approved a liquor license and adopted an ordinance calling the April 8, 2025 election and the 2025 budget.
The Grain Valley Board of Aldermen approved a suite of year‑end housekeeping and policy items at its Dec. 9 meeting, adopting budget amendments, multiple façade improvement grants, interagency ARPA allocations and labor agreements with the Fraternal Order of Police.
The board approved Resolution R24‑51 to amend the 2024 budget to reflect actual revenues and expenditures; staff said this is routine year‑end housekeeping and that the implementing ordinance would appear later in the agenda.
Several façade improvement grants under a city program funded in part by ARPA were approved: R24‑52 authorizes a matching grant for the Bank of Grain Valley to update signage and exterior finishes; R24‑53 approved a larger renovation by GGB Mainstream Investment LLC to remove dated siding, restore brick, replace storefront windows and add a new awning; and R24‑54 authorized signage work for the Grain Valley Historical Society building, which also houses the Chamber of Commerce office. Staff said grants are reimbursement‑based and require receipts and permits for any sidewalk or road work.
The board also approved R24‑55, an interagency agreement directing ARPA dollars toward parks and recreation projects. Staff said individual park project expenditures will return to the board for separate approval.
On personnel and labor matters the board approved two three‑year agreements with the Fraternal Order of Police. Resolution R24‑56 covers sworn police officers with a one‑year wage reopener; R24‑57 covers sworn sergeants under the same general structure. Staff thanked Officer Cummings and Sergeant Carr for their participation in negotiations.
The board approved a liquor license for Riviera Maya (El Tiglio Cachina / Y Catina LLC). It also completed ordinance votes: the second reading of Bill B24‑18 to call an election on April 8, 2025 (adopted as Ordinance 24‑59) and the second reading of Bill B24‑19 adopting the 2025 fiscal year budget and comprehensive fee schedule (adopted as Ordinance 24‑60). The board read and approved Bill B24‑20, amending the 2024 budget, and adopted it as Ordinance 24‑61.
Other business: staff announced community programs including 'Shop with a Cop' on Dec. 19 and a Christmas tree drop‑off in Armstrong Park Dec. 26–Jan. 13. The board voted to cancel the Dec. 23 meeting and recessed into executive session to discuss personnel (items 3 and 13).
Most motions and resolutions were adopted without recorded opposition or with unanimous voice/roll call votes during the meeting.
