The U.S. Department of Agriculture on Friday described a new national milk-testing strategy to better map and limit spread of H5N1 in dairy cattle, a federal effort that Minnesota officials said will require major state-level logistics and policy decisions.
USDA/APHIS infectious-disease staff told the Minnesota Board of Animal Health the agencyhas recorded hundreds of detections since March and that a federal order already requires pre-movement testing for lactating dairy cattle. The newly described national testing strategy adds a formal, phased approach that may require states to provide raw-milk samples to USDA at its request. APHIS also highlighted producer support options, a voluntary Dairy Herd Status Program and federal loss-reimbursement mechanisms intended to offset milk losses for affected herds.
Minnesota Department of Agriculture staff said the plan will be implemented in stages and that the state is preparing to use existing industry sampling systems to reduce farm disruption. Rather than recollecting milk at each farm, Minnesota plans to ask industry plants and certified industry labs to split the samples they already take for quality testing and forward subsamples for diagnostic testing to the veterinary diagnostic lab. That approach aims to limit new on-farm sampling, ease logistics with 1,650 dairies statewide and make lab workloads manageable.
State officials said their preliminary statistical analysis suggests roughly 1,400 farms would need to be sampled monthly to attain a state-level confidence threshold and that the pilot timetable could start in February with a larger rollout in March, depending on legal, financial and logistical arrangements.
Board members pressed officials about how positive milk-test results would be reported and whether nearby farmers and different commodity industries would be notified. Minnesota presenters said reporting protocols and data-privacy protections are not finalized and will require policy discussion at the board level; the board will need to decide whether to disclose county-level or farm-level information. Officials warned that a high number of positives would quickly strain state response resources.
USDA officials emphasized that pasteurized commercial milk remains safe and that the national strategy is meant to identify affected herds, support biosecurity and provide financial and veterinary resources to limit spread. Minnesota staff also noted that the federal order and the national strategy will continue to require testing for interstate movement until herds achieve a monitored, unaffected herd status.
