Saint Ann aldermen adopt 2025 budget, approve several ordinances

The Saint Ann Board of Aldermen adopted the city's 2025 combined-funds budget and approved a slate of ordinances at a Dec. 2 meeting at City Hall.
The board passed Bill 34-75, the ordinance approving the 2025 budget and authorizing expenditures beginning Jan. 1, 2025, after brief discussion about timing and statutory deadlines. Mayor (Speaker 1) noted the budget must be adopted before Jan. 1; the measure passed by roll call and became Ordinance 33-81.
Council members also approved several other items on first and second readings. Bill 34-71 authorizes the city administrator to accept change orders from Dugan Contracting for restroom and police locker-room remodeling; staff explained the change orders cover additional lighting, tile work and bathroom upgrades. The measure passed and was recorded as Ordinance 33-77.
Bill 34-72 authorizes an agreement with Loch Mueller Group for right-of-way acquisition for the Pear Tree federal road project, which staff described as the next phase of the project; the council approved the contract and the bill became Ordinance 3-78.
Bill 34-73, supported in part by grant funding, authorizes energy-efficiency and building modifications at the golf course clubhouse including HVAC roofing work, new windows and doors; the council approved the ordinance and recorded it as Ordinance 33-79.
The board also approved Bill 34-74 to extend the existing ground-lease with Crown Castle for a cell tower on city property under the same terms as the previous lease; the extension became Ordinance 33-80.
All measures were presented by city staff, received motions and seconds, and passed by roll call with no "no" votes announced during the meeting.
The board announced an updated committee meeting schedule (Dec. 16 at 6:30 p.m.) and reminded potential candidates of the election filing window running Dec. 10'Dec. 31, 2024, 8 a.m. to 5 p.m.; staff noted a state statute requires city coverage even on Dec. 31 when most city offices are closed.
The meeting adjourned after public comment and recognitions for residents and officers who assisted police investigations and crash victims.
