Marion County commissioners reappoint board members, approve small parcel transfer

Joseph O'Connor, president of the Marion County Board of Commissioners, presided over the board’s Dec. 17 meeting in the City-County Building, where commissioners approved a slate of reappointments to county boards and a recommendation to transfer a surplus parcel acquired through the county tax-lien sale.
The commission approved the Nov. 19, 2024 meeting minutes before moving through the appointment agenda. Commissioners reappointed Greg Rathnow, Kevin Robinson and Steve Ajmi to the Property Tax Assessment Board of Appeals after each spoke briefly about board duties and certification requirements. “We try to think outside the box and give everybody the fair opportunity to present their cases,” one board member said of the appeals process.
Tyler (surname given in the transcript as Grama/Graves) was reappointed as the county’s representative to the Alcohol and Beverage Commission (ABC). He described ABC business as reviewing new permits, transfers, renewals and handling violations, and said the commission has automatic renewals for licensees with two years of no violations. He also said some carryout-style or DORA licenses that have appeared in nearby communities may come before Marion County in the coming year.
Carl Drummer was reappointed to the Health and Hospital Corporation. Drummer praised Eskenazi’s public health and information-technology work and urged completion of overdue contracts for several named leaders, saying the contracts were “well over past due.” The reappointment carried after one commissioner recorded an abstention.
The board reappointed Jackie Butler as the county’s township assistance (poor relief) hearing officer. Butler outlined the appeals process under the Poor Relief Act and said telephonic hearings adopted during COVID have continued because they reduce barriers for applicants — for example, transportation and childcare burdens — and have increased participation.
On a separate agenda item, staff presented one parcel offered through the Marion County tax-lien sale. Staff reported all parcels offered were assessed at less than $50,000 and that the gross revenue from this month’s offering was $600. Staff recommended declaring the parcel surplus and transferring it to the abutting landowner with the highest bid; commissioners approved the transfer.
The commission set its next meeting for Jan. 21, 2025, at 2 p.m. and adjourned.
