Council moves to closed session to discuss town manager performance evaluation; returns with procedural report

At the end of the July 29 work session, the Garner Town Council voted unanimously to move into closed session under North Carolina’s personnel exception (N.C. Gen. Stat. § 143‑318.11(a)(6)) to discuss qualifications, competence and performance of a public officer.
Town Attorney explained the statutory basis for the closed session and council approved the motion. After the closed session council returned to open session and the town attorney reported that council had met with the town manager and town attorney to discuss the upcoming performance evaluation process and format; no official votes occurred in the closed session.
The meeting then adjourned by unanimous vote.
