The Garner Planning Commission opened its August 11 meeting with procedural votes to allow remote participation by Commissioner Gehan Hodges, to adopt the evening’s agenda, and to approve the July 14 meeting minutes.
Early in the meeting the commission voted to permit Commissioner Hodges to participate electronically under the commission’s rules of procedure; the motion passed with six votes in favor. The agenda and the July 14 minutes were then moved, seconded and adopted unanimously.
In staff reports the planning director reviewed recent Town Council actions including annexations for the Wilmington Industrial Park and the Tryon Station Apartments (a Low Income Housing Tax Credit project). Staff noted ZTA‑25001 (a zoning text amendment changing SUP thresholds for certain tier 2 rezonings) had passed Council on a 3–2 vote and that the transportation element consultant selection process will include in‑person interviews for the top three candidates.
Staff introduced senior planner Julian Griffey and noted an internal promotion to Planner 2; the department reported being close to fully staffed. The director also announced Garner received an NCAPA Great Places award this year for public art work and encouraged commissioners to attend the Celebrate Garner event scheduled for Aug. 28.
During commissioner reports members raised local operational concerns about the VA clinic access and signage near a nearby elementary school and offered suggestions for improved guidance and safety. The chair adjourned the meeting following those reports.
Votes and formal actions from the meeting included allowance for remote participation (motion passed), adoption of the agenda (unanimous), approval of July 14 minutes (unanimous), and the planning commission’s recommendation of CZ25001 to Town Council (6–1).
