Helena council authorizes grant applications and names East Arkansas planning agency as administrator

The Helena City Council on Dec. 17 voted to authorize application for ACEDP grant funds and to designate the East Arkansas Planning and Development District to administer the grant as fiscal agent. A council member asked whether the planning district would act as fiscal agent and staff confirmed the grants would be reimbursed: "I believe we'll be getting it on a reimbursement basis, so we will pay this. Give us some money back after that," a speaker said.
The mayor or packet presenter indicated the grant amount is "a half million dollars," and council members approved the resolutions by roll call. East Arkansas Planning and Development District will take administration funds to support staff and manage fiscal responsibilities if the grant is awarded. The action authorizes staff to proceed with the application and to work with the planning district if the grant is awarded; no appropriation was approved at the meeting beyond authorizing the application.
