The Department of Public Works presented a package of resolutions authorizing Green Acres grants and multiple change orders to complete the Rushmore Recreation Complex inclusive playground and adjacent recreation facilities.
DPW described Green Acres enabling resolutions for an inclusive playground and Recreation Complex phase 2 and listed change orders and final payment releases for several roadway and park projects. For Rushmore specifically, the department described an additional fencing contract for roughly 2,400 linear feet of 8‑foot high mesh fencing to improve perimeter security and protect park fixtures; a change order for lockers and bathroom upgrades (noted as roughly $63,000 for certain elements) and a $56,007.07 change order for interior fencing work.
Council asked whether the upgrades covered the whole complex or only the pool; DPW said the scope covers the full complex excluding the playground portion and that weather and supply‑chain delays had pushed timelines. Mayor and DPW indicated frustration with vendor delays but said the vendor had been given a drop‑dead date and a ribbon cutting around Aug. 21 was being targeted. DPW also noted reductions in final payment amounts on multiple roadway projects resulting in contractor savings.
The council gave consensus to add the DPW resolutions to the voting meeting; the item will proceed through the consent or voting agenda as scheduled.
