Joyelle Meyer of DHHS summarized proposed amendments to North Dakota Administrative Code chapter 330616 for newborn screening and said the department had no public comments and will dispose of dry blood spot cards after 30 days instead of 18 years. "We are actually going to change that from 18 years to after 30 days dispose of the cards now," Meyer said.
Jonathan Alm (DHHS attorney) walked members through multiple rule sections including Medicaid eligibility changes tied to a CMS final rule, PRTF updates, case‑management updates that allow registered nurses to provide services under certain programs, and licensing/eligibility changes for intellectual and developmental disability (IDD) services. The department reported various public hearing dates, small costs for notice posting (typically $2,500–$4,200 depending on item), and that many impacts were expected to be minimal or unknown at this time.
Dr. Christy Mason summarized rule changes for the Board of Clinical Laboratory Practice to add a scope of practice, substance‑abuse and ethics language, and to more clearly define molecular biology as part of the profession.
The Board of Counselor Examiners withdrew its proposed rule filing to allow additional revisions; the committee approved the withdrawal on a motion by Representative Steiner, seconded by Representative Federer, and recorded a voice vote in favor.
Motion and vote highlights: the committee approved the Sept. 4 minutes (motion by Senator Klein; second by Senator Bridal) by voice vote, and approved the Board of Counselor Examiners withdrawal by voice vote. The meeting adjourned with the chair thanking members for heavy packet work and noting a tentative March meeting.
