The draft also updates language related to public hearings and Freedom of Information Act (FOIA) requirements, noting recent changes in notice requirements and the option to accommodate virtual hearings when statutory notice conditions are met. Committee members discussed aligning the timing for setting regular meetings with the annual Authority meeting and removing cumbersome procedural requirements, such as the need to read certain decisions aloud twice.
Members debated how committees should report recommendations when there is disagreement; the revised language would allow a majority recommendation to be reported alongside a minority report rather than forcing a separate procedural path. The committee also clarified technical-advisory-committee (TAC) appointments, proposing that the Authority receive recommended appointments from the Chief NVTA Officer (CNO) in consultation with jurisdictions to reduce prior confusion about who appoints which seats.
