The Virginia Board of Education approved several administrative and regulatory items during its October meeting, including loan releases and regulatory actions tied to implementation of new standards.
Christina Burda presented a first-and-final review for two Literary Fund loan releases to Franklin City Public Schools totaling $2,000,000; the department said all application and documentation requirements had been met and that loans carry an interest rate tied to a composite index, allowing an example of 2% per annum for a 20-year loan period. The board voted to waive first reading and approve the releases.
On teacher preparation, staff presented a fast-track regulatory action to implement provisions of the Virginia Literacy Act requiring education-preparation programs to include coursework and demonstration of mastery in science‑based reading research. The department described the changes as necessary and urgent for implementation in the 2024–25 school year; board members voted to approve the regulatory change as recommended.
Board staff also received first reviews on proposed state-approved textbooks for English (grades 6–12) and math (K–12), and accepted recommendations to close periodic regulatory reviews and to reclassify several guidance documents as best-practice materials that will remain available on the VDOE website (rather than as formal guidance on the regulatory portal).
The board's actions packaged financing, statutory implementation and regulatory housekeeping in a single meeting, streamlining multiple items ahead of further work planned for December.
