Board members and department staff emphasized that the documents are guidance — ‘‘should’’ rather than mandatory ‘‘must’’ requirements — and that local divisions retain flexibility in implementation.
Board members debated whether the materials were descriptive guidance or prescriptive requirements after an incorrect attachment appeared for one agenda item earlier in the morning. Department staff told the board they had divided a larger package into two items: the career exploration definition and the academic and career plan guidelines. The department said the definition was revised following stakeholder feedback to emphasize suggested activities for elementary, middle and high school and to include options such as job shadowing or comparable local events.
Separately, the board considered a recommended list of state‑approved textbooks for grades 6–12 English. Members raised concerns that the list lacked some full‑novel curriculum options familiar in other states. Department staff explained that local divisions may still use textbooks or curricula not on the state list but would be required to complete their own review process; the K–5 list governed by the Virginia Literacy Act remains distinct and, in some cases, mandatory for elementary core materials.
The board’s action instructs department staff to return with clarifications and supporting exemplars and to continue outreach to divisions and publishers. Board members said they expect further refinements and additional opportunities for publishers to submit materials in future rounds.
The board voted to approve the academic and career plan guidelines and, after a brief recess to correct an attachment, approved the career exploration definition and the recommended 6–12 English textbook list.
