A staff presenter explained that the review will select a percentage of candidate campaign committees and verify their filings for accuracy, with a statutory review threshold of $25,000. The process is intended to identify instances of noncompliance, produce a findings report due July 1, 2025, to the governor, the General Assembly and the State Board, and recommend improvements in filing practices. "The campaign finance records and reports review is just a simple way for us to go ahead today... where we're going to go ahead and pick a certain percentage of... candidate campaign committees and review their campaign finance reports for accuracy," the presenter said.
Board members voted to delegate the physical drawing to Department of Elections staff. Staff described sealed, blank ticket numbers posted on the agency website that map to committee codes; staff drew ticket numbers at the meeting and read the final digits to create the list of committees that will be reviewed. Selected committees will receive an email the next day with instructions and a request for the documentation staff will need for primary‑source verification.
Staff cautioned that because local races sometimes do not meet the $25,000 threshold, the list will include enough draws to reach the required review pool and that reviewers will check qualifications before beginning detailed verifications. Board members and staff described the review as a learning process and emphasized that most filers comply with reporting requirements.
