Cody Anderson, a program administrator with the Department of Housing and Community Development (DHCD), briefed the group on the JLARC (Joint Legislative Audit and Review Commission) review of Go Virginia operations. He described JLARC as a legislative commission that assesses whether a program is meeting legislative intent and asked whether processes and outcomes are efficient.
Anderson said the state board delegated JLARCs recommendations to three committees (regional councils committee, program performance & evaluation, and governance & policy). "I'm happy to say we're about more more more halfway through the JLARC recommendations at this point," Anderson said, adding that the packet contains a color-coded status table (green = done; yellow = in progress; red = low-impact/not moving).
He told attendees that committees are open meetings and encouraged regional council members to attend, provide feedback, or submit letters. Several members said their councils had already sent letters expressing views on some recommendations. Anderson said the board initially hoped to complete work by year-end but is now targeting the first quarter of next year to finish committee actions.
The briefing closed with an invitation to members to send questions to DHCD staff if they wanted specific clarifications about particular recommendations or progress metrics.
