PUC approves consent items, school tap MOAs, contract contingencies and other actions

During the meeting the Commission approved the consent calendar, authorized MOAs with SFUSD to install drinking water taps and fund a pilot, approved a $150,000 annual auxiliary water MOU with the Fire Department, and authorized construction contract contingency increases among other project approvals.
The San Francisco Public Utilities Commission approved a bundle of routine and policy items during its May 26 meeting, including professional service agreements, memoranda of agreement with the San Francisco Unified School District, and construction contract contingency increases.
On the consent calendar the Commission approved selection of Hazen and Sawyer and RMC SRT JV professional services agreements and a construction contract award (contract HH960) for $5,014,446 to the lowest qualified bidder, System 3. The consent calendar was approved by a single voice vote after no items were removed.
Items 11–13 were approved as a package. The Commission authorized a memorandum of agreement with the San Francisco Unified School District to install drinking-water tap stations in SFUSD schools (item 11, not to exceed $263,000) and a memorandum to support SFUSD’s Vision 2025 pilot at John O'Connell High School (item 12, not to exceed $450,000). Commissioners also approved academic-year grants (item 13) to support disadvantaged San Francisco youth and young adults to participate in PUC project-based service learning opportunities (cumulative not to exceed $250,000).
The Commission approved item 14, a memorandum of understanding formalizing the PUC’s responsibilities and payment arrangements with the San Francisco Fire Department for the auxiliary water supply system (annual payments up to $150,000 were noted in the item).
For construction and capital items, the Commission approved an increase to the construction contract contingency for contract WD2581 (Irvington Tunnel) of $8,907,454 and a duration contingency increase of 69 calendar days, plus approval of up to $250,000 in corrosion repairs to the Irvington Tunnel scope. Staff explained the increases stemmed from change orders related to subsurface conditions and hazardous work environments; funding in place and further negotiation were discussed.
Item 16, project CWWSIPFCD B 03 ($6,699,000), was approved as an early-implementation project to test the use of State Revolving Fund loans, subject to required CEQA documentation before triggering loan reimbursement. Commissioners asked for future reports on metrics and measurement for these pilot projects.
The Commission then moved into closed session on multiple litigation and real property items and later reported item 19 was settled and that no action was taken on items 20–31. The meeting adjourned at 03:48.
