The Port Commission on May 25 approved a set of routine and substantive items spanning building-code updates, construction contracting and leases.
Consent calendar: The commission approved adoption of the February 2010 edition of the Port of San Francisco building code, which staff said clarifies the administrative appeal authority of the port building code review board and includes administrative corrections to storm-water design guidelines, dust-control provisions and floodplain management language. The commission also authorized advertising for competitive bids for the Pier 26 South Bulkhead HVAC improvement project (contract number 2742); both consent items were adopted as Resolutions 10-30 and 10-31.
Pier 33 sidewalk contract: The commission awarded construction contract number 2739 for the Pier 33 Sidewalk Improvement Project to TriNet Construction Inc. in an amount not to exceed $126,345 plus a 10% contingency, for a total not to exceed $138,980. Ken Chew, the project manager, said the work will remove a raised art ribbon and flush the sidewalk as part of safety and access improvements; the commission approved the award as Resolution 10-33.
Emergency MOU: The commission approved a memorandum of understanding (M-14844) with the city's Department of Emergency Management to store a field critical care (FCC) triage unit and diesel generator at Pier 96 (about 1,200 sq ft) for 36 months with a 24-month extension option and 24/7 access. Jeffrey Bauer explained staff’s recommendation for a fee waiver, noting the storage fills a coverage gap in the southern waterfront and the port would not displace other uses.
Nonprofit lease: The commission approved Lease L14847 to relocate the American Red Cross Bay Area chapter disaster-response functions to approximately 9,532 sq ft at Pier 54 for three years at a reduced monthly rental rate of $0.20 per square foot; Vicki Li said the reduced rate is supported because the Red Cross is a long-standing port tenant and the relocation improves citywide disaster response capacity.
IDEO lease: The commission approved Lease L14796 to allow IDEO, LLC to expand at Pier 26 Annex into approximately 19,434 sq ft for office and model-making workshop use (60-month term with a 60-month extension option subject to Board of Supervisors approval). Staff said the tenant will perform $900,000+ in tenant improvements at its expense; the initial rents, rent commencement conditions and a 3% annual rent escalation were described in the staff presentation. The commission adopted the related resolution (recorded as Resolution 10-36).
