Commissioners voted to adopt item 11 (a schedule of rates, fees and charges for Hetch Hetchy Power Enterprise municipal customers, to apply on or after July 1), item 12 (retail electric rates for residential, commercial and industrial customers in areas where Hetch Hetchy Power is the designated retail provider) and item 13 (a customer self‑generation program implementing net energy metering and shared renewables). The measures passed by voice vote after public hearings; no roll‑call tallies were read into the record.
CFO Eric Sandler presented the third‑quarter financial update and reported the wastewater enterprise sold $308 million in revenue bonds with an average all‑in 30‑year rate of approximately 3.21% that generated about $330 million in proceeds for construction. Commissioners and public commenters noted the need to pair rate changes with energy efficiency and demand‑response programs to reduce impacts on municipal departments and customers.
The Commission also adopted the wholesale revenue requirement and rate schedule for fiscal year ending 2017 (item 14) and approved consent calendar items including contract awards for wastewater construction projects.
