Port presents Stormwater Design Guidelines and proposed ordinance to meet Clean Water Act permit requirements

Port engineers briefed the commission on proposed Stormwater Design Guidelines (SDG) and a draft stormwater ordinance intended to satisfy post-construction obligations in the regional Clean Water Act permit.
John Mundy of the Port Engineering Division said the port and the San Francisco Public Utilities Commission have worked since 2006 to craft design guidance and a regulatory framework for areas served by separate storm sewers. The guidelines emphasize low-impact design strategies'green roofs, rain gardens, cisterns and permeable pavement'and include a vegetation palette, sizing calculators and operational/maintenance expectations for vegetated systems.
Mundy said the state permit requires a local ordinance to provide enforcement authority; staff proposes authority vesting in the Port Executive Director, with operational duties delegated to technical staff. He described examples already in use or under construction, including the EcoCenter at Heron's Head Park and rainwater-harvesting at a concrete batch plant at Pier 92, and noted the SDG will be coordinated with other city efforts such as the Sewer System Master Plan and the Mayor's sustainable-development initiatives.
Staff said it issued the SDG for public review earlier in 2009, conducted outreach, and plans to bring a final ordinance and SDG back to the commission for referral to the Board of Supervisors in coming months.
