The San Francisco Public Utilities Commission voted to adopt CEQA findings and authorize the General Manager to terminate four utility easements encumbering Block 88722, Lot 001, and to execute quitclaim deeds transferring the City's interest to Golden State Warriors Arena LLC, contingent on Board of Supervisors approval.
Deputy General Manager Michael Carlin described the easements as legacy "paper streets" and explained staff consolidated the public right‑of‑way around the site and determined that the easements are no longer needed for water, sewer or stormwater infrastructure. He said the action is limited to the easement terminations and does not by itself authorize construction or other land use decisions.
Public comment included multiple speakers in support: one speaker said the project would add "$14,000,000 worth of tax revenue" and $18,000,000 in infrastructure fees to the city and provide jobs and public open space; another description highlighted prior unanimous approvals from OCII and planning bodies. Construction outreach, transit alignment and neighborhood engagement were cited by supporters including local merchants and building trades representatives.
Commissioners asked clarifying questions about potential utility and power service arrangements for the site; staff said future agreements (including whether the arena would be a retail customer of SFPUC) would be negotiated separately.
The commission voted in favor of the motion to approve the CEQA findings and to authorize termination and quitclaiming of the easements; the action carries a condition that Board of Supervisors approval is required before transfer is finalized.
