Clean Power SF update: RFPs issued, legal objections filed and staff working to keep schedule

Legal and public‑comment context: Hines noted a May 27 letter from IBEW Local 1245 raising CEQA concerns about implementation of the local build-out plan and said the city attorney's office is reviewing the arguments. He also said IBEW filed a proposed ballot initiative with the Department of Elections for possible circulation in November 2015. Jason Fried (LAFCO) addressed the Commission and urged staff to analyze how the ballot measure (if qualified) could affect marketing claims for programs such as GoSolar SF and urged clear public messaging to explain what would or would not be considered "green" under the proposed measure.
Schedule and next steps: Staff said it is on target to deliver an updated CCA implementation plan to the Commission at the next meeting, to submit to the CPUC for certification, and to issue a phase‑1 energy‑supply RFO potentially in July (earlier than the August 3 target if possible). Hines said the customer‑care RFP could put authorization on the August 11 agenda and that staff is working on a risk analysis (including CEQA implications) to coordinate with AGM Hale.
Quote: "We just wanted to clarify that there was a special joint meeting on January 30 ... where EnerNex presented its findings; however at that meeting the SFPUC took no action on the report," Hines said in response to questions about past meetings and CEQA assumptions.
What’s next: Staff will continue RFP procurement, finalize the implementation plan for Commission approval, coordinate legal review on CEQA concerns raised in the IBEW letter, and analyze potential ballot impacts on program marketing per requests from LAFCO and Commission members.
