Assistant General Manager for Power Barbara Hale told the commission staff published a request for offers to procure supply for Clean Power SF and recommended Noble Americas to manage meter data, billing, customer enrollment and opt‑out tracking. "Today we published the much‑anticipated request for offer to supply energy to our Clean Power SF program," Hale said, describing an initial launch target of about 30 megawatts with the opportunity to increase to 50 megawatts.
Jason Fried, Executive Officer for the Local Agency Formation Commission (LAFCO), urged the commission to approve the contract at the meeting to avoid delays in launching the program, saying the back‑office functions are critical to collecting funds and enrolling customers.
Commissioners moved and seconded the staff recommendation; the motion passed on a voice vote with commissioners responding "Aye." The record in the meeting transcript shows the roll call and a voice vote but does not include a roll‑call tally by name.
Under the contract, Noble Americas will recover costs through a per‑active‑meter monthly fee, meaning the city does not pay until customers are enrolled.
