SFPUC approves contracts, Calaveras and pipeline amendments, overtime supplement and an AGM appointment

• Amendment No. 1 to Agreement CS1019 increasing the agreement by $2,500,000 and bringing program administration from DPW to SFPUC.
• An increase to the construction contract duration contingency for contract WD2548 by up to 275 calendar days (revising max duration to 2,405 days) to address technical issues (including power quality at Lake Merced Pump Station).
• A fiscal-year overtime supplemental request was approved for a total of $455,000 ($350,000 for the Water Enterprise to address emergency responses and staffing vacancies and $105,000 for the Power Enterprise related to storm response and streetlight work); the item will go to the Board of Supervisors for approval.
During the consent calendar the commission also awarded and affirmed multiple professional and construction contracts (items in the consent description included professional service agreements up to $2,500,000 each, construction awards such as HH978 for $513,880, WD2783 for $6,976,992, and a large wastewater contract listed at approximately $3,000,875,439 in the agenda text). One consent item (9E) was pulled for discussion because projected minority contracting participation fell from an estimated 14.2% to under 5.5% due to subcontractor workforce availability concerns; staff agreed to review contract management processes and report back to the commission.
Personnel and budget actions taken in open session included a resolution authorizing the General Manager to execute an employment contract for Catherine Howe as Assistant General Manager for Infrastructure for a one‑year term and a $1,750,000 supplemental appropriation request for the Wastewater Enterprise to cover claims and litigation expenses. The City Attorney’s office asked the Commission to recuse Commissioner Courtney on the supplemental item because his employer had a potentially covered claim; the Commission voted to recuse him before approving the appropriation.
