- Item 13: Approved an increased cost contingency of $522,328 and an increase in contract duration for WD2641R to address drought-related delays and extended wetland establishment; motion carried.
- Item 14: Authorized staff to expand previous authorizations to include State Revolving Fund (SRF) loans in addition to wastewater revenue bonds for an aggregate principal amount printed in the item as $819,035,941. Staff reported SRF loans would likely reduce borrowing cost (roughly 1.7% base rate, ~2.5% all-in) versus ~4.5% for revenue bonds, translating to an approximate $2 million per $100 million annual debt-service saving (about $0.40/month per customer per $100M financed). The commission voted to move the ordinance to the Board of Supervisors for the loan application process.
- Item 15: Adopted action establishing SFPUC as the Groundwater Sustainability Agency for specified basins within the city and county (public hearing concluded; motion carried).
- Item 16: Adopted a resolution of intent to prepare a Groundwater Sustainability Plan for the North West Side basin; staff will prepare draft plan for public review and return to commission.
- Item 17: Adopted a resolution supporting the development of a Job Training Academy at Gleneagles Golf Course (motion carried).
