San Francisco’s Public Utilities Commission approved an interim water pipeline right‑of‑way use policy covering Alameda, San Mateo and Santa Clara counties, and adopted revised real estate guidelines that staff said synthesize existing land‑use framework guidance for potential applicants.
Rosanna Russell, Real Estate Director, told the commission the interim policy consolidates criteria from the Land Use Framework and existing real estate guidelines into a concise application guide for applicants seeking secondary uses along pipeline right‑of‑way. She said a comprehensive, permanent policy will require a more detailed CEQA review and broader analysis that staff plan to start.
Catherine Jones of the Trust for Public Land told the commission the stakeholder process was collaborative and encouraged the PUC to pursue a comprehensive long‑term approach that could enable community gardens, trails and other public benefits along pipeline corridors. Commissioners discussed the interim policy’s geographic limits and moved to approve it; the motion was carried by voice vote.
Commissioners also approved revisions to the real estate guidelines and asked staff to continue work on a policy calendar that would lay out upcoming policy discussions and related budget considerations.
