RBAC presents annual report; commission recognizes Michael Carlin for Rim Fire response

Kevin Chang, chair of the Revenue Bond Oversight Committee, presented the RBAC annual report covering fiscal years 2013–14. Chang said an external review concluded a referenced project will not be finished on time or on budget due to unforeseen site conditions at Calaveras Dam; RBAC recommended corrective actions and continued monitoring by staff through 2014 and 2015 and noted work to capture lessons learned from WSIP to apply to CSIP.
Separately, the commission recognized Deputy General Manager Michael Carlin for his coordination and leadership during the Rim Fire response. Anne Clark of the Friends of Camp Mather presented a plaque and the Board of Supervisors issued a certificate of honor; Carlin thanked his team and credited staff and partner agencies for the collective response.
Chang said RBAC engaged consultants to evaluate schedule and budget impacts, recommended corrective steps, and will continue evaluations as CSIP is implemented and WSIP winds down. The committee also acknowledged San Francisco PUC staff assistance and outgoing committee members for their service.
