The San Francisco Public Utilities Commission on Aug. 26 acted on a series of consent and calendar items, including contract amendments and contingency increases for water and wastewater infrastructure projects.
Consent calendar: The Commission removed items 9b and 9e for separate consideration; Commissioner Art Torres abstained on Item 9B and 9E was carried over to the next meeting. The remaining consent items (9a, 9c, 9d, 9f) were approved by voice vote.
Irvington Tunnel (Item 10): The Commission approved Amendment No. 4 to agreement CS820 (New Irvington Tunnel Project engineering services) to increase the agreement by up to $500,000 and extend time up to 12 months. Staff said the tunnel will enter service this fall with substantial completion expected next year; tunneling required additional safety measures for gassy conditions and groundwater inflow.
Calaveras Dam Replacement (Item 12): Commissioners approved an amendment to increase the construction cost contingency for contract WD2551 by $9,781,662 and extend contract duration by up to 371 calendar days (as amended). A public commenter requested a hearing on Calaveras; staff agreed to discuss the matter further when General Manager Kelly returns.
Other project actions: The Commission approved an increase in contingency for contract WD2685 (reservoir and tank improvements) and approved modification No. 2 to an agreement with the U.S. Forest Service authorizing acquisition of 25.2 acres at Camp Mather and extending the agreement duration by up to one year; staff noted a timber appraisal will be revisited after Rim Fire impacts and the swap/purchase will return for future Commission action.
Finance authorization (Item 15): The Commission authorized the General Manager to increase the Wastewater Enterprise Commercial Paper Program from $300 million to $500 million; public comment suggested the PUC explore using bank community reinvestment commitments to support local nonprofits.
Closed session: The Commission entered closed session on pending litigation (City & County of San Francisco v. Sonoma Valley Golf Course and Recreation Company), reported no announcement following closed session and voted not to disclose closed-session discussions.
