Commissioners approved the selection of Communication Services Incorporated under award agreement DB124 to perform a design‑build upgrade of a San Joaquin Valley communications system to improve remote controls and emergency communications; staff reported only one credible bid was received and recommended award up to $6,690,959.
Other approved items included acceptance of work performed by Shaw Pipeline on contract WW5088c and authorization for a 12‑month revocable license to Union Sanitary District under the consent calendar. The commission also approved a minor amendment to a 2010 programmatic memorandum of agreement with Alameda County related to the Town of Sonole Fire Suppression System project and ratified a five‑year revocable license for Parcel 173 in Sunnyvale with the Irvine Company at a monthly fee of $1,781.53.
All consent items were approved by voice vote. Commissioners and staff noted the single‑bid procurement and that outreach efforts had been extensive despite limited bidder response.
