The commission voted to approve the minutes of Feb. 11, 2014. On the consent calendar the commission approved Modification No. 1 to JOC 42, increasing the contract by $2,500,000 and granting a 730‑calendar‑day time extension. The commission also approved an increase in the construction contract contingency for contract WD‑two666 after commissioners discussed that the accompanying plantings were native and intended to be irrigated only for establishment.
The commission recessed to closed session to consider a slate of existing claims and litigations (items 13–19). Upon return the chair reported the commission "adopted recommendations" on items 13–16. The commission then considered Item 20 and voted "not to disclose" the closed session discussions. All votes recorded in the public meeting were taken by voice and the chair stated "the ayes have it."
