WESIP program at 80% delivery; program director announced to replace departing manager

The San Francisco Public Utilities Commission received a quarterly update on the Water Enterprise Seismic and Infrastructure Program (WESIP), including construction milestones, remaining project risks and a leadership change.
Assistant General Manager Emilio Cruz announced that Julie LaBonte will leave the agency and that Dan Wade, formerly a regional manager at Montgomery Watson Harza, will be appointed WESIP program director in January. "Dan came to us from Montgomery Watson Harza where he was vice president and ran the water resources division... so it is a very good transition for us," Cruz said.
Staff gave substantive project updates: the Calaveras Dam excavation has removed more than five million cubic yards and is more than 50% complete; new differing site conditions prompted a $7.4 million unilateral change order to keep contractors working and avoid delay; the New Irvington Tunnel is 86% complete but faces an estimated $9.6 million forecasted overrun on a portion of the work that contributes to an overall variance of roughly $7.1 million in the current cost trends. Contractors and project technical advisors will submit recommended fixes for several geologic features discovered on pipeline and tunnel alignments.
Commissioners thanked LaBonte for her public service and emphasized the need to resolve schedule and budget risks. The program team said it will return with updated schedules and proposals for any necessary budget adjustments in early 2014.
