WESIP 75% complete after rebaselining; Calaveras project 48% done with $30 million contingency

Julie Levante, presenting a fourth‑quarter progress report on the Water System Improvement Program (WESIP), told commissioners the program is now 75% complete after recent rebaselining and time/cost adjustments. She said 62 of 82 WESIP projects have completed construction and 16 of the remaining 20 are in construction; four are in preconstruction with one in bid and award. Levante noted a 40% decline in construction work hours from the August 2012 peak but said total logged work hours exceed 5,400,000.
On the Calaveras Dam project, Levante said the long‑discussed large change order has been signed by PUC and contractor and that the project is now 48% complete; she added that program rebaselining included a $30,000,000 contingency because substantial earthwork and ground‑condition risks remain. Construction on the Bay Tunnel was reported as 82% complete while Harry Tracy Water Treatment Plant activities are 47% complete. Staff said public draft EIRs were published for the Peninsula Pipeline Seismic Upgrade and the Regional Groundwater Storage and Recovery Project, with final EIRs and contract advertising targeted by November.
Commissioners asked for questions and staff offered to return with the full draft progress report for the August 13 meeting packet.
