SFPUC seeks nonprofit partners for summer youth workforce grants

The San Francisco Public Utilities Commission authorized the general manager to solicit proposals and execute approximately five to ten grant agreements with local community-based nonprofit organizations for a cumulative amount not to exceed $150,000 and durations of up to six months each. The grants are intended to support project-based service-learning opportunities tied to SFPUC priorities during the summer.
Juliet Ellis, Assistant General Manager for External Affairs, told the commission the Board of Supervisors restored about $1.4 million to the PUC budget for youth employment and that the PUC has roughly $720,000 per year to invest in summer youth employment strategies. The PUC plans to use add-back dollars to scale existing programs (Project Pull, Youth Works Internship Program, the Southeast Summer Internship Program and the Garden Project) and pilot a grants program to fund 5–10 nonprofit-led projects, with average grant awards around $10,000.
Ellis described leveraging private-sector partners (AECOM Parsons, Brown and Caldwell, MWH, URS among others) for internship placements and asked the commission to authorize solicitation for proposals; the commission approved the item. Community speakers representing Young Community Developers and Sato Market Community Action Network urged approval and noted capacity to host interns in Bayview, SoMa, and other neighborhoods.
The commission directed staff to return after the summer with results, including evaluation and monitoring of outcomes and recommendations for scaling successful approaches into the next budget cycle.
