SFPUC approves consent and regular calendar items, discloses settlement with Central Valley RWQCB

The San Francisco Public Utilities Commission voted on a series of consent and regular calendar items, advancing contract, procurement and policy decisions and disclosing a closed-session settlement.
On the consent calendar the commission approved Amendment Number 1 to agreement CS 941 — a one-year time extension with no change in contract amount. The commission also approved Item 10 to increase the construction contract contingency for contract W522 by $346,000 and authorized the general manager to approve future modifications up to a potential revised contract amount of $10,309,800.
The commission adopted updated debt management policies and procedures presented by Todd Rechtrom (CFO/Assistant General Manager) and Rich Morales (Debt Manager). Staff said the updates reflect new authorizations since the policies were last adopted in February 2010, incorporate guidance on how bonds are sold, and add regulatory compliance procedures. Presenters said the updated policies were reviewed by the Comptroller's Office of Public Finance and the City Attorney's Office and will be highlighted to investors at an investor conference in New York.
On procurement and real estate actions, the commission authorized staff to seek Board of Supervisors approval to award four professional services agreements (CS211A–D) with not-to-exceed amounts of $5,000,000 each and 14-year terms; commissioners were told the duration supports long-term mitigation monitoring and the contracts include performance and termination provisions. The commission also recommended that the Board of Supervisors approve the sale of an easement to PG&E for $2,200 and authorized execution of the agreement following board approval.
The commission approved an amendment extending the Power Enterprise Community Choice Aggregation MOU with the San Francisco Local Agency Formation Commission (LAFCO) for four years; staff stated there was no incremental budgetary cost and that the new CCA manager, Kim Malcolm, will report to AGM Hale.
After a closed session the commission disclosed approval of a settlement with the Central Valley Regional Water Quality Control Board related to complaint R220130501. The meeting transcript records the settlement amount as stated in the meeting: "$51,000.51000." The commission adjourned after completing the agenda.
