Chief's report: America's Cup death, Beta Breakers enforcement and planned audits of crime-lab kits

Deputy Chief Lynn Tomioka briefed the Commission on several recent department activities and investigations.

Tom i oka said department outreach included youth wilderness trips and school hikes, and noted the Police Officers Ball raised about $60,000 to support youth jobs. The department described weekend enforcement during the Beta Breakers events: 16 people taken to sobering centers, 21 arrested and booked for public intoxication, one firearm possession arrest, and one felony robbery arrest; multiple agencies participated.

Tom i oka reported an America's Cup incident in which a boat capsized and one person died; investigators from the Marine Unit, US Coast Guard and department investigators interviewed crewmembers and were awaiting medical-examiner results. He also confirmed an ongoing homicide investigation in the Bayview and a high-profile missing-person investigation at Ocean Beach involving multiple agencies.

Commissioner Loftus updated the Commission on a separate presentation about the crime laboratory and the ASAP program to expedite testing of stranger sexual-assault kits. The department is auditing the property room to identify any untested kits and review the reasons they remain untested (case not filed, consent issues). Tom i oka said the department committed to testing kits that meet the criteria.

Commissioners praised the department's community initiatives and asked for follow-up on homicide comparisons year-to-year; the chief supplied the year-to-date homicide numbers cited in the meeting.
