Police commission honors two citizens, union leader on May 8

Captain Robert Moser described how Thomas Arendt observed a suspect breaking into a car, pursued the person while on the phone with 911, recovered a backpack of evidence and helped stop a taxi until officers arrived. "That was an amazing thing that you did," a commissioner told Arendt during the presentation.
Captain Robert O'Sullivan and Lieutenant Jack Hart then introduced Tammy Ryan, who the presenters said performed life-saving maneuvers on a 10-month-old child who was choking on a bottle cap. Ryan, who the captain said identified herself as a trained technician, accepted a certificate and said she was "really happy that she's okay."
The commission closed the honors segment by recognizing Gary Delaney, president of the San Francisco Police Officers Association, on his retirement after more than three decades of service. Commissioners praised Delaney’s dedication to the department and his advocacy for officers’ benefits.
The presentations were brief but drew applause from the audience and several commissioners, who encouraged members of the public to report crimes and consider community engagement programs. No formal policy actions were taken during this portion of the meeting.
