Police commission: FDRB reviews two cases, reports 17 open officer-involved-shooting investigations

San Francisco Police Commission on May 1 received the Firearms Discharge Review Board's (FDRB) summary of investigations for the first quarter of 2013, including determinations in two completed cases and an update on several ongoing officer-involved shooting (OIS) probes.
Sergeant John Crudo, who presented the FDRB summary, said the first reviewed case (OIS 11-004), stemming from a July 16, 2011 incident in which officers were fired on while conducting high-visibility enforcement, was found to be "in policy." Crudo described the facts: the officers returned fire after being shot at, striking the suspect, who later suffered mortal wounds in a subsequent self-inflicted injury.
A second matter, an off-duty recruit's negligent 12-gauge shotgun discharge on Feb. 10, 2013 in Belmont that damaged apartments but caused no injuries, was categorized as "not in policy." Crudo said that investigation was completed and the findings were forwarded to the commission.
Crudo told the commission the FDRB convened March 19 and reviewed two completed investigations; he also said the unit has seen increased caseload activity, with six OIS cases opened between Feb. 14 and Apr. 14 this year and 17 OIS investigations remaining open, many awaiting final charging decisions from the district attorney.
Commissioners asked about FDRB membership and representation. Crudo confirmed that the department's range master, Wally Jin, who is assigned to the academy, attended the March session in an advisory role. He estimated the next FDRB meeting would occur in June and invited commissioners to attend.
The presentation closed with the FDRB's written findings forwarded to the commission; commissioners did not take formal public action on the two determinations during the open session. The commission indicated it would hear some related matters in closed session later in the meeting.
